  • What hackers learned about English voters from a cyber attack on the heart of British democracy

    A year later, the hacking became public; was it skillfully concealed, or could they no longer remain silent?

    Today, the UK Electoral Commission confirmed that their systems were hacked a year ago. The attackers gained access to the commission's systems in August 2021, according to the information provided, but malicious activity was detected only in October 2022.

    The hackers gained access to data, including the names and addresses of voters registered to vote in the United Kingdom between 2014 and 2022, as well as the names of those registered as overseas voters. The commission did not specify how many people were affected.

    The attackers also gained access to the commission's email, management system, and copies of electoral registers during the attack. The commission stated that the copies were used "for research purposes and to test the eligibility of donations to political parties."

    According to the commission, the data leak had no effect on the electoral process or citizens' rights to vote in democratic elections.

    Organizations are required by UK data protection laws to notify the public of hacks as soon as possible. The commission stated that the incident was discovered in October 2022, or 9 months ago. Late notices can result in fines of up to £8.7 million ($11.1 million) or 2% of the company's global turnover, according to the law.

    The commission stated that it decided to notify the public about the cyberattack because of "the large amount of personal data that was potentially viewed or seized." The commission, however, did not specify whether the perpetrators were motivated by a desire for intelligence or financial gain.

    The Commission works closely with the National Cyber Security Center (NCSC), which provides expert advice and support for system recovery. The Office of Information Affairs (ICO) is also involved in the investigation and promises to provide results as soon as possible.
